Gabiley DGMS is a bilingual (Somali / English) web platform with four portals: Public citizen portal, Field tax collector, Municipal admin hub (10 departments), and Hotel guest registration. The system will be deployed on Google Cloud. The timeline — anywhere from 2 to 12 weeks — depends directly on how quickly the client provides requirements and approvals (see Section 04).

Fixed price guarantee: $45,000 covers everything described in this proposal. No surprise fees. Infrastructure (hosting, database, domain — deployed on Google Cloud) is billed separately and is not included in this figure.

Cloud Shield Solutions LLC will deliver the complete system within 2 to 12 weeks. The exact timeline is driven entirely by how quickly Gabiley Municipality provides the required information and approves each stage. When all requirements listed in Section 03 are ready at kickoff, delivery can be as fast as 2 weeks. The more review cycles required or the longer approvals take, the closer to 12 weeks the project runs.

The timeline is in the client's hands. Cloud Shield Solutions LLC commits to delivering each agreed stage within one week of receiving all required inputs and approvals for that stage.

Google Cloud Partner: Cloud Shield Solutions LLC is a Google Cloud Partner. We provision, configure, and manage all Google Cloud infrastructure on your behalf. The only item Gabiley Municipality needs to provide is the preferred domain name (e.g. gabiley.gov.so). Everything else is handled by our team.

Gabiley Municipality confirms the domain name they want (e.g. gabiley.gov.so, dgms.gabiley.com, or any preferred address). Cloud Shield handles registration and DNS configuration.

Google Cloud environment provisioned by Cloud Shield

We create and configure all Google Cloud services — hosting, secure database, backups, SSL, and domain routing. Gabiley Municipality receives admin-level access credentials on handover.

Merchant numbers & system configuration

We configure the municipality's Zaad/EVC merchant numbers, revenue codes, department names, and all operational settings — based on the information provided at kickoff.

First admin user & role setup

We create the municipality's super-admin account. Collector and department admin accounts are set up according to the staff list provided by the client.

Staging review & sign-off

Full working system on staging. Municipality staff test end-to-end — login, payments, receipts. Written sign-off required before promotion to production.

Training

Collectors (½–1 day) · Finance & admin (½ day) · IT super-admin (½ day). Conducted by Cloud Shield remotely or on-site if agreed.

Production go-live

System promoted to production. Automated backups confirmed active. Rollback plan in place. Gabiley Municipality goes live on the agreed date.

3-month handover support period Included in contract

After go-live, Cloud Shield provides 3 months of active support — monitoring, issue resolution, staff questions, and adjustments — at no extra charge. This ensures the municipality fully takes over the system with confidence. See Section 09 for post-handover retainer options.

Cloud Shield Solutions LLC is a Google Cloud Partner. We create and manage the Google Cloud account on behalf of Gabiley Municipality. There is no technical setup required from the client. Infrastructure costs below are billed separately on a monthly basis — they are not part of the $45,000 fixed build fee.

Important: Infrastructure cost scales with daily active users — meaning people who actually log in and use the system that day (collectors, admins, citizens making payments). This is different from the total number of taxpayers registered in the database. A database can hold 50,000 taxpayer records while only 100–300 people are actively using the system on a given day. The tiers below reflect honest, researched Google Cloud pricing.

Recommendation: Gabiley Municipality should budget for Tier 1 ($150–$400/mo) at launch, with a plan to move to Tier 2 as usage grows.
